A native from Bynum, Texas, he served in the U.S. Army prior to attending Navarro College.

After graduating from Navarro College, he worked for General Motors.

He graduated with his bachelors from the University of Texas in Austin and accepted teaching positions in Spur and Corsicana before earning his master’s degree from Tulane University 1965.

Throughout his career he served as a teacher, assistant principal, principal and assistant superintendent until he retired in 1991.

Frank served on the board of the Central Appraisal District, Central Teacher’s Credit Union, Lions Club and was a member of various other civic organizations in Navarro County.
